I really wish municipalities would kick a few bucks in for a good base on sculpture these days. He looks like he's waiting for a bus with a spyglass. I presume he's American Navy?
His tunic seems too ornate for the US Navy. Spanish?
Clue #1-No, he was an immigrant to America as a child. After a very rough childhood, he eventually became captain of an American merchant ship that was captured and he was press-ganged into the British Navy.
Clue #2-During the Napoleonic wars, the ship on which our man was "serving" was seized by the French, and he was made a prisoner of war. He succeeded in escaping, only to be recaptured. He escaped again, this time successfully. When he was eventually able to leave England, he immigrated again to the Western Hemisphere, but not to the US.

I was a representative at the unveiling of the plaque in his honor at the Inner Harbor.
Clue #3- Think south in our hemisphere, not north.
Clue #4- Yep, his memorial plaque sits between Phillips Seafood and the Baltimore Tourist Center though I can not find any documentation on it on any local websites.
The heads of his adopted country's Army, Navy, and Air Force came to unveil the plaque that they paid for. A ship from their country was docked next to the spot full of their naval officers who stood at attention during the unveiling. We then all proceeded to walk up to the Washington Monument so they could lay a wreath to honor the "Father of Our Country". Sadly, it definitely did not strike me as one of this city's "finest hours".![]()
