....is coming to Baltimore City. Senate Bill 151 which has been passed and enrolled authorizes:
the creation of a State Debt in the amount of $1,119,424,000, the proceeds to be used for specified necessary building, construction, demolition, planning, renovation, conversion, replacement, and capital equipment purchases of the State, for acquiring specified real estate in connection therewith, and for grants to specified subdivisions and other organizations for specified development and improvement purposes, subject to specified matching fund requirements by specified dates; etc.

and $2.5 million of that $1,119,424,000 is allocated to Baltimore City for its convention center, page 22 of SB 151:

(D) Baltimore City Convention Center. Provide a grant to the Maryland Stadium Authority to assist in the preliminary design of an expansion to the Baltimore City Convention Center, provided that no funds may be expended until a Memorandum of Understanding (MOU) between the Department of Budget and Management, the City of Baltimore, and the private developer is submitted to the budget committees. The MOU shall include preliminary agreements between the parties regarding the management and ownership structure of the convention center complex project, including the proposed hotel and arena. The MOU shall also include the preliminary financial commitments of each party and preliminary expectations for the cost–sharing between the State and the City of Baltimore.
