and $2.5 million of that $1,119,424,000 is allocated to Baltimore City for its convention center, page 22 of SB 151:

The MOU shall include preliminary agreements between the parties regarding the management and ownership structure of the convention center complex project, including the proposed hotel and arena. The MOU shall also include the preliminary financial commitments of each party and preliminary expectations for the cost–sharing between the State and the City of Baltimore.
