Funny. I just read the Baltimore Sun story about his plan to cash in on the County Executive's file and there was no mention of this.

Snowden, 58, sent a certified letter on April 10 to County Attorney Jonathan A. Hodgson, providing notice of his intent to sue, as required by law governing such actions, said Cary J. Hansel, Snowden's attorney.
In the suit, Snowden will claim he suffered emotional distress after County Executive John R. Leopold was accused in a criminal indictment of ordering his security detail to compile a dossier about him, the letter said. Snowden's attorney demanded $20 million to settle the case. That offer stands only until the suit is officially filed, according to the letter.
I guess all that emotional distress forced him to toke up.

So you really think they pulled him over in Baltimore City because of pressure from Leopold? Maybe if the serial DWI and pot smoker did not put so many other lives at risk with his behavior he would not have such a big file.
I'm sure he has a medical condition requiring marijuana to allevaiate the symptons of, and of course, that fits in his crusade for civil rights as of course it is civil rights to be able to use marijauna for ---of course-- medical conditions.

The guy appears to be a serial drunk driver and a doper. It's nice to know that we have people like that working for the Maryland Attorney General's Office.
Wow, with his record, he dould move to DC's Ward 8 and replace Marion Barry as Mayor for Life.
My prediction is:
Illegal stop and illegal search will be his defense on top of throwing out the race card.

C&B.....he is a Dem. All he has to do is apologize and all is forgiven. He made an honest mistake. He was depressed. He was set up. He deserves consideration because he is only human. What the hell kind of society does not forgive?
If he were a Republican he would have to resign in disgrace. Move to Cumberland. Change his name. Do 100,000 hours of community service. Marry an ex-nun and eventually switch parties and admit that he is gay and beg for forgiveness. He would still be considered a leper.
