There is a reason why it’s Schedule II and not Schedule I. It's in a category of drugs that have an acceptable medical use in treatment approved by the Federal Government. Schedule I drugs don’t have that. FYI, cocaine is also a Schedule II drug.

Were these the "tourists" that set up the lab?

Really? But the story says that they could not find any local (they were from PA and OK) so they had to cook their own. What evidence do you have that this is normal for Howard County.

    Yes.

In the United States, cocaine is a Schedule II drug under the Controlled Substances Act, indicating that it has a high abuse potential but also carries a medicinal purpose.[24][25] Under the Controlled Substances Act, crack and cocaine are considered the same drug.

Default Drug dealer sentenced in Howard County meth lab

On June 5, 2012, Howard County Police said they received an anonymous phone call at 10:40 p.m. that described a strange smell at the Elkridge Holiday Inn Express in the 6000 block of Marshalee Dr. The hotel was then evacuated for safety concerns before police said they found less than 90 grams of meth in the room. In addition to the meth, police said they found heroin and a handgun in the hotel room.

Howard County Circuit Court Judge Richard S. Bernhardt handed Martin an eight-year sentence but suspended all but nine months on the manufacturing charge. Bernardt also gave Martin a nine-months sentence on the reckless endangerment charge, though this sentence will be served concurrently with the manufacturing sentence. Martin also received three years of supervised probation upon his release, according to Kirwan.

Tourists sometimes break the law. At least they were caught and sentenced.

This young man clearly beat the charges with ease. It's all in who you know.
