Won't work. There's going to be an uproar the first time a 12-1 or 11-2 team from a major conference doesn't make it as one of the 4. For example Michigan finished 11-2 and was ranked 12th.
With exams and school work I don't think 24 is practical, 16 would work in my opinion. 11 division champions and 5 at large bids based on record with appropriate tie breakers gives everyone but the independents an actual shot at the championship and you take away the controversy. There's no real controversy if each division is represented and the 5 non champions are selected based on the records with a tie breaking formula.
Take it from a parent of a former student athlete(graduated in 2010 from a big 10 school who didn't major in Physical Ed or another sports related field) it's a problem. A problem that doesn't get the press

8 is the minimum that would make it credible......
16 would be ideal .......
What happens to the Bowl games?
I know they are going to rotate the championship game to the Rose Bowl, Orange Bowl etc....
I think 16 would be great... All of the conference champions and 5 wild cards.
8 would be good also, the 6 major conference champs, 1 non-major conference wild card, and 1 wild card.
