Well, for starters, we let his parents into the country. Then, we probably granted his parents citizenship. Regardless, he's a citizen and enjoys the benefits of being a citizen because we let his parents into the country and allowed them to stay here. For the record, my mother was an immigrant so don't go pulling the race card.

The place where his father was a phd candidate almost certainly received state and federal funding and may have even been a land grant college. Depending on the field of study the phd program or department may have received direct federal funding or grants. That's for starters.
