These are times of SEVERE austerity. The City claims it doesn't have enough money for SCHOOLS, fcol! Yet they can FIND money for an inanimate object that serves no function that addresses the REAL-TIME needs of its current citizens. I'm Black, but I'm not stupid. That concrete can wait. Baltimore even found $$$ to throw away on a stupid race, smh.
I'm glad I don't live here any more. The Baltimore voters have lost their collective minds when they allow non--sense like this.
