Never having played prior to his senior year didn't help. Neither does playing in what a lot of college coaches call a system offense. There is also not a great track record of Westminster QBs doing that well in college. Kevin Clancy (took Westminster to the championship game in 2005) had some decent success at D-II Shepherd his junior and senior years, but that's about it.
If I had to guess I'd say he ends up at Stevenson, Frostburg, or one of the lower-level PA or VA D3 Schools. Salisbury's out because they run the Navy triple-option and I don't think he has the grades for McDaniel, Hopkins, or the other Centennial Conference schools in PA. If he was to get athletic money, it would probably be a lower-tier school in the PSAC (PA D-II Conference) or Mountain East, which is a new D-II Conference starting in 2013 made up of football-playing schools from the WVIAC (old WV D-II Conference) plus UVA-Wise, Notre Dame (OH) and Urbana (OH). Bowie State could be a possibility as well. He could also choose to go post-grad or to a JUCO, although there's not many football playing JUCOs left on the East Coast.
I think that Catholic in DC would be the best fit for Kern football-wise. They run the closest thing to Westminster's offense that exists on the college level, play in a pretty good D3 conference (ODAC) and have had recent success with a QB from MD who played in a similar system in HS (Ricca from St. John's Catholic Prep).
