Default While Richard Windsor sounds more apt...

    Source:

The House Science, Space and Technology Committee is leading the investigation and has asked Jackson to turn over information connected to the email account “Richard Windsor” – one of the alleged alias accounts. The committee has sent letters to White House lawyers and the EPA inspector general asking them to investigate the allegations and report on their findings by the end of the month.

The House committee says federal law requires agencies to preserve all internal records associated with official activities and prohibits the use of private email accounts for government business, unless there are procedures in place to track and store such messages.
Will 'Richard Windsor' have a sudden need to reformat his/her computer hard drive as per Carol Browner?

Does it matter if they're using a mail server?

It certainly might. Cleaning up the electronic trail may be a bit more difficult to do if the 'Gmail style' equates to servers external to the control of the EPA (although given the nature of the EPA one would not be surprised to see the hosting company suddenly see a 'server malfunction' that magically erased said e-mails).
