No, but it's part of the justification given as to why in-state students get the discount in first place (illegal or legal) - they (and their parents) are residents who pay taxes and have therefore been paying part of their tuition the entire time they've lived in Maryland.
Sometimes, it's a matter of principle.......why can't the politicians just put it out there in plain English and not try to hide their actions by being deceptive. If the actual intent was to give instate tuition to students whose family "paid" taxes, don't insult the electorate by changing the language to "filed" taxes. They draft a bill saying one thing but don't have the cajones to state publically what their true intentions were.
Even the redistricting bill was written in such a way as to deceive people. An uninformed person, and Maryland apparently has plenty, would naturally assume that the recent redistricting was done to follow the Constitution. Instead, the ballot initiative should have reflected a partisan scheme to change the boundaries of the eight Congressional Districts to give unfair advantage to some and disenfranchise others.

The language of these bills is no accident. These guys are mostly lawyers and try to use precise language. There was no real need in the bill for the requirement that parents filed tax returns. That was inserted to deceive people - and it worked very well, since there are some here who equate filing a tax return with "paying taxes" - to create some sense of legitimacy. That "requirement" was inserted only to create the appearance that taxes were paid - when there is no such actual requirement.
Its often said that "the devil is in the details". And when writing bills - or referendum questions, too often the devil is busy inserting the details.
Louisiana is better to live in than Maryland. I was born there and lived there. The taxes are much lower and outsie of New Orleans and Baton Rouge the crime is low. There are more gun rights and criminalss are put away for life or sentenced to death (except in the city of New Orleans which is run by Democrats with liberal judges like Baltimore City). IT costs $3 round trip to crosss the 24 mile Lake Pontchartrain bridge. There are fewer illegal aliens in Louisiana and people don't have to deal with them at much. Illegals who live there know there place and will never demand in-state tuition. (all relative of course as if they REALLY know their place they would stay in Mexico).
Maryland IS better than New Jersey, New York, California, and Massachusetts......
