More like they tend not to murder each other in large numbers.

You believe that the drugs are causing the crimes, and that there's just as much drugs in the suburbs - OK, let's go with your premise.

So why are the murder rates so high in those inner city areas, yet murders rare events in the suburbs if the drug use is "the same"?

Same laws against drugs, same laws against murder, same laws against guns.

Yet one area has crime rates off the charts compared to the other.

    Why?
Those that live in the suburbs have more income and can afford there drug of choice. If they get ripped off, find another dealer. Those in the inner-city don't have money to support there habit lots of times. Which resorts in stealing, robbing the dealers, which resorts in revenge, etc.

Not too mention more of the dealers in the suburbs have a loyal clientele that always purchases from them and most dealers have jobs in the suburbs. Those in urban areas that sell only income comes from selling drugs.
