Default Balt County middle school student charged as juvenile for 'starter pistol'

"The student has been charged as a juvenile and faces disciplinary action by school administrators.

Police said another student informed the principal that he might have a gun in his locker, and that he brought it to school to show it off to his friends, not to harm anyone."

As a coach for a High School swim team back in the 80s, before electronic starting rquipment, I had to carry a Starting Pistol with me.
I was also required to carry the registration. My AD said the law required it.

Registration for a starter pistol??? What state was that?
They are constructed so that they can only fire blanks.
Seems like the AD doesn't know what he/she was talking about.
