Default Self-Proclaimed School Counselor Has Sex with, Impregnates Student

Police are looking into claims against a self-proclaimed Baltimore City school administrator, who they believe had sex with a teenaged girl in his care.

Prosecutors say inside his home in Edgewood in Harford County, Shawn Nowlin, a man who claimed to be an assistant principal in a Baltimore City elementary school, had sex several times with a 15-year-old girl he counseled.

Investigators say that teenager is now four months pregnant, and Nowlin–a married father –offered assistance to get her an abortion.

This guy is a real scumbag and apparently has a long criminal record. So much for background checks.

How was he able to get legal guardianship of this 15-year-old girl?

Her parent(s) probablly saw it as a chance to get some "me time" away from the responsibility of raising said 15-year old female.

Default Rapist had won trust of city parents, students as school employee

According to charging documents, Nowlin engaged in a sexual relationship with the Harford teenager when the girl's parents turned over legal guardianship to him, thinking he was a mental health therapist. Harford County prosecutor Lisa Marts said in an interview last week that the alleged victim is a student in Harford County — and that Nowlin met her and her parents outside of school functions.

For Duanelle Woodard's nephew, he was the guidance counselor who helped him secure placement in a high school of his choice. And for Antoine Jackson, Nowlin was the heavy-handed administrator who suspended his son for the first time in his academic career.

But Nowlin was a hall monitor, not a child and family therapist as he claimed, according to Harford County prosecutors and Baltimore City school officials. And last week the 27-year-old man was arrested on charges in Harford that he had sex and impregnated a 15-year-old girl he was counseling for behavioral problems; she was not a Hazelwood student.

It is hard to understand how a hall monitor could have such influence and access in the school. He had a desk and a computer? They called him Doc and he claimed to have a Phd. from Hopkins?
Is there really anyone running the system?

And now we have an aide at the Maryland School for the Deaf in Columbia charged with abusing three girls at the school.

An aide at the Maryland School for the Deaf was charged Thursday with molesting three girls when they were students at the school between 2008 and 2010, Howard County police said. One of the three girls – now ages 15 and 16 and no longer at the Columbia school – recently reported her allegation to a teacher, after learning that she might not have been the only student repeatedly inappropriately touched, police said. That led to the investigation, and detectives are exploring the possibility that there may be more victims, according to police.

Clarence Cepheus Taylor, 37, of the 2500 block of Hallam Court in Windsor Mill, has been suspended from his job and was arrested at home, police said. He was charged with three counts of sexual abuse of a minor, a felony, police said. The girls were between the ages of 10 and 13 at the time, police said.

Now this is really scary, who's running head of human resources or "human talent" or whatever the city schools are calling their hiring and firing department now

The Baltimore school system failed to follow its policies when hiring a temporary employee who allegedly misrepresented himself as a child therapist and is now charged with raping a teen.

Very scary admission by the City Schools...

Officials have said they don't know whether Nowlin was vetted and that they are still investigating his specific duties at Hazelwood. School system spokesman Michael Sarbanes said Friday that Nowlin was "asserting credentials he didn't actually have."
Uhhh no s*** Sherlock...... "balls were dropped" Ya think?!?!

City schools CEO Andrés Alonso said in response to an inquiry from The Baltimore Sun that he plans to meet with central office staff on Monday and principals by the end of next week to discuss the issue. He said he did not attend a meeting this week with parents — who demanded to know why the schools chief has stayed quiet — because he was out of the office for a family emergency.

"This is an important and sensitive issue, and I do not want to react without understanding exactly what happened, both at the school and district level, since obviously balls were dropped," he said.

Alonso said he has "been gathering the facts" over the past week.

"Gathering the facts" = preparing the defense to cover important tails.

I guess Michael Sarbanes found a job. I must have missed this story at the time

Michael A. Sarbanes, the son of retired U.S. Sen. Paul S. Sarbanes and an unsuccessful candidate for City Council president, was hired by the Baltimore school system last night to oversee communications and parent and community outreach.

A lawyer and community activist, Sarbanes will report directly to schools Chief Executive Officer Andres Alonso when he begins his new position Feb. 19. He will be responsible for building partnerships with businesses, community organizations and foundations. He will also develop and manage a strategy to improve parent and family involvement, and will oversee communications internally and with the media.
Always helps to have a good last name. And a $500k education.

It is an amazing story. All of those people working for the city schools and yet nobody is watching the foxes in the hen house.

Even The Baltimore Sun's own Jean Marbella raised this question:

    Link: http://www.baltimoresun.com/news/mar...,3924168.story

How did Nowlin convince school staff, parents of his roles?
And as a former City Schools student I fully agree 100% with Ms. Marbella:

But here's the thing: If there's any place where you should know who is walking your hallways or sitting in your offices, it's a school.

It just goes to show you how inept and incompetent school officials are.

The Baltimore City school system is an across-the-board waste of taxpayer dollars.

He also stated that it was never about the age with her and that he loves her.

I guess that's what his defense will be. TLA
