As the officer was walking to his car, he was approached by a man, identified as Alexander K. Mewshaw, 19, of the first block of West 13th Street, who asked him for a cigarette.
The officer asked Mewshaw if he could get some marijuana, according to charging documents filed in Frederick County District Court. Mewshaw said he could not but had some pills he could sell from a prescription he had stolen.
