Default Robinwood - The Annapolis housing project's troubles continue, another murder

1 dead, 1 critically injured in double shooting in Annapolis - Police investigating shootings in Robinwood community

Police were called about 9:30 p.m. to the 1400 block of Tyler Avenue in the Robinwood community in Annapolis for reports of shots fired, said Sgt. Eric Crane, a police spokesman.

One victim was pronounced dead at the scene, while the second was transported to Maryland Shock Trauma Center with life-threatening injuries, Crane said. Crane said he could not immediately release the ages, genders or identities of the victims.
Or have they always been dangerous, as this article below is from 2008:

Robinwood's trouble has long history - Public housing residents struggle to overcome spate of killings

On this block of Tyler Avenue in Annapolis, 17-year-old Kwame Travon Johnson was fatally shot Sunday night. A day later, a bloodstain and a flower marked the spot where his body was found.

On this block, Timothy Hayes Marsh, 48, was fatally shot a month earlier. The family of the Severna Park resident, who was found slumped over the wheel of his 2001 Acura Integra, speculates that he was in the area to purchase drugs.

And on this block is where Frank R. Jones, a 38-year-old electrical contractor, lived before turning up dead last month on a Davidsonville roadside. As recently last February, Jones was convicted of drug possession.
In the last 4 years, it looks like nothing has changed, crime and robberies seem to be acceptable behavior, drugs are rampant, and murder is not uncommon.

Why, in the Capital City Of Maryland, is this going on? Why aren't the police making a dedicated effort to eliminate the perps and make this a safe place for low-income residents? Don't they deserve a safe place to live?

This wonderful garden paradise has fallen onto troubled times because one race introduced drugs to another race.

But when I read the "official mission" of the Housing Authority of the City of Annapolis (HACA) it sounds like they should be able to fix these problems.

Or they should change their mission, as they are failing miserably:

    Mission Statement

Our aim is to ensure safe, decent, and affordable housing; create opportunities for residents self sufficiency and economic independence; and assure fiscal integrity by all program participants.

In order to achieve this mission, we will:

    • Recognize the residents as our ultimate customer
    • Improve PHA management and service delivery efforts through oversight assistance, and selective intervention by highly skilled diagnostic, and results-oriented field personnel
    • Seek problem solving partnerships with PHA, resident, community, and government leadership
    • Act as an agent for change when performance is unacceptable and we judge that local leadership is not capable or committed to improvement
    • Efficiently apply limited HUD resources by using risk assessment techniques to focus our oversight efforts

    Who and Where We Are

The Housing Authority of the City of Annapolis (HACA) was founded in 1937 to provide affordable housing in Annapolis for families who lack the means to purchase or rent housing at market prices. HACA?s mission is to achieve excellence in the housing industry by providing housing opportunities, self-efficient opportunities, and customer satisfaction to enhance the quality of life for very-low, low and moderate-income residents.
