The Government uses the SWAT teams most effectively for OFFENSIVE not DEFENSIVE purposes.

They are useless for stopping suicidal scumbags. For that you need someone at the scene who can react IMMEDIATELY.

Even if the gendarmes can respond within 4 minutes, as they advertise, a lot of damage can be caused during that period of time.
