    That they can readily do under the guise of probable cause = whatever they want it to be. For example, a White person in the Ghetto must be there to buy drugs or a Black person in a White Libbie enclave must be there to commit some nefarious act. It fits in well with the 'oops we are sorry that we no-knock raided the wrong house' and 'we want your stuff because we have a financial vested interest reaping revenue from its sale so we are going to charge it with a crime' open violation of the 4th Amendment.

    Yes, they can.

    Stop & Frisk laws are Constitutional according to Terry v Ohio.

    Terry stop

    New York City abuses it all the time, stopping countless young men on dubious "suspicion" reasons. Often the "I think I smell marijuana odor" is the bogus reason to stop & frisk.

    NYPD stopped and frisked 684,000 people in 2011, the vast majority of them were young black and hispanic males.

    New York City stop-and-frisk program

    Less than 6% were carrying weapons.
