Because first division tiebreaker is head to head, both teams beat each other once. Second division tiebreaker is division record. Ravens were 4-2, lost to Bengals and Steelers. Bengals were 3-3, lost to Ravens, Steelers and Browns. Browns loss cost them a chance to win with a better record or go deeper into the tiebreakers.
