What is amazing is that jrob keeps insisting that the Israel is not a great ally of the US. If the US withdrew it's financial and military backing, Israel would be history in very short order.

Your question has no basis in reality, and no relationship to alliances. You can't even provide evidence that the US 'offers' money to any other country, but that the other country is not obligated to take it.
