Every New Year's eve, the public is warned over and over about the horrible consequences of firing a gun/rifle into the air.
If the person who fired the weapon in this event is ever caught, I am sure they will say, I had no idea that firing a weapon into the air could have hurt someone.
No matter what the topic is in society, there is always someone who does not get the message, or more probable ignores the message.
Back in the day when I had woods behind the house and few neighbors, I would thrill the kids by emptying a shotgun with bird shot into the woods on NYE midnight.
But now days with anti guns and anti hunting nimrods about, I wouldn't do that on a bet

I imagine people up in Elkton don't think their stray bullets can kill someone but now they know.
Her organs have been donated, her heart went to another child in the same hospital. In the tragedy of the loss of her life, she gave life to at least 3 other children. Out of horror comes something beautiful. You can find the story on Fox 45 news channel/website, I saw it on my Facebook page so I don't have a link.
With the right arch that shot could have come from up to a mile away. If the area is not densely populated that should make it much easier to find the shooter. They have the bullet that will give them an idea of what kind of guns can fire that bullet. They check that against the gun registry to who owns those kind of guns within a mile radius of where the shooting occured. That should provide them with a list of people to talk too.

This case may never be solved.
The shooter could have been a visitor with his own weapon.
The shooter could have been in a vehicle driving through the area and fired out the window.
The gun/rifle used could have been purchased from a private seller and no information of the sale is recorded.
