Most people will err on the side of caution and dial 911, and that's exactly what they did. ..can't say I blame them...
It depends on if you think someone is acting rational or not. If you call 911 on people not committing crimes then you're wasting the police's time. The ironic part is that that the police here want you to waste their time yet complain when someone does.
I guess it is just a matter of whether or not you're afraid of guns.

No but certain kinds of guns make evil people a bigger threat. In the 30s the govt got fed up w gangsters and machine guns. Machine guns were outlawed. When's the last time you heard of a crime committed w a machine gun? Is the inability to purchase a machine gun an infringement on your rights?

The rational answer is that evil people are the problem. When the government outlawed a rather normal thing, drinking, it created a whole class of violent criminals to serve a black market.
