Funny thing is I have participated in programs like this and understand the nature of. Participants will often have their company pick up the fee as part community development and Chamber related activities. Small business owners might not have this luxury. The community college has the facilities and coordination expertise and county government will be part of the process and this is a way for them to get members for county commissions, task forces etc. I am not sure everyone fully understands the nature of the Chamber of Commerce and the various functions and activities they engage in.
