Speaking for BKen only(who did not vote for Obama), every president should have his budget submitted on time. However it should be noted that he's not the first president to not have done so

Agreed......but Obama holds the record for the most flagrant and eggregious disregard of law related to the timely submission of budgets, while blaming others(House GOP) for being fiscally irresponsible in the execution of Congressional responsibilities. Similarly, Harry Reid has violated the law by failing to submit Senate Budgets for the past three years. Both Obama and Reid are partisan hypocrites that shirk their responsibilities.
