Why? Appropriation bills are supposed to originate in the house. If the GOP is actually serious about spending then have them pass a balanced budget. A balanced budget wouldn't require a debt ceiling increase.

Yes....as to appropriation bills you are correct but budgets are by law the responsibility of the President and the Senate Majority leader. The House has prepared several budgets that Reid has refused to consider.
In that you rightfully brought up appropriations are supposed to originate in the House, perhaps you can comment on the unconstitutionality of Obamacare and its taxes originating in the Senate.
If Republicans want to cut spending they should propose the spending cuts.

Doesn't the Prez present his budget (as the executive) to Congress, The House reviews it and prepares an appropriation bill (adjusting the Prez' budget) ...then the Senate gets it.
The issue was that the Prez never created one and we've been living off CRs ever since.

In 2009 the President sent his rough budget draft to the Senate where not one vote was for it. But they did not attempt to refine it and instead placed it in the round file.
Just because you don't agree with the President doesn't mean he is violating the Constitution, or are you really that vain? Now if I was Obama, and the Republicans wanted me to cut spending as part of the deal, I'd tell them if they want to cut spending they must propose the cuts.
