I have to agree on this point. Who cares that GWB isn't there? Why would he be there vs. at his father's side when he doesn't know realistically how much longer he's going to have his father around? Good Lord people give the partisan hatred a rest for once.
W was, in my opinion, a good person who only wanted the best for this country. I just don't happen to agree with alot of what he did to make that happen. I also think that he allowed himself to be influenced by a bunch of people who really don't have the country's best interest at heart. At the end of the day I just don't get why we as a nation can't disagree with people from another party without also directing such personal hatred toward said people. Inauguration 2013 was Obama's day and I see no purpose served in making it about why W wasn't there.
And Obama blamed Bush for everything including stopped up toilets his first four years.

Perhaps he felt that his being there would create too much of a story about him and his attendance than was necessary and felt it best to let Obama have his day? Honestly we really don't know why he wasn't there and really shouldn't jump to negative conclusions.
