Actually, you're the only one saying that. Peyton Manning has nearly a decade of high performance, Flacco has about half that time but is building his own big-time resume nonetheless.
Should Flacco and the Ravens win next week, Flacco will have as many SB titles as Manning. That does not translate (yet) to "...he's as good as Manning."

Smith is not a bad quarterback. He is similar to Flacco in some ways, most notably his low interception rate. However, the big difference is compelling - opposing defenses don't respect Smith's arm and tended to flood the short zones with little fear of getting burned on the posts. This is probably the main reason he got benched instead of maintaining his starting job after the injury. The 49ers now have a more mobile quarterback with an arm that defenses have to respect.
Obviously, Jim Harbaugh made the right decision. Smith will probably get a chance with some team, but we will see if he is successful. When Jim Harbaugh came in, he took advantage of Smith's strengths and underscored his deficiencies. But what Smith lacks cannot be coached. I really don't know what team would take that chance (as a starter).
