NAACP President and CEO Benjamin Jealous said Sunday, perhaps unwittingly, that black Americans “are doing far worse” than when President Obama first took office.

The unemployment rate for blacks has been a good bit higher than that of whites historically hasn't it?
I would think it's usual for whites to get jobs first after a recession.
Should the president have a black agenda? What should he do to make blacks unemployment get to or even very close to the level for whites?
