This infuriated the politician to such an extent that he now wants this (lewd, coarse and filthy) graphic editing computer program an illegal and punishable offence with a fine of $1,000.

Andre Walker, who is the man behind the edited photo, has come forward and said, “The first Amendment to the Constitution of the United States protects all forms of speech, not just spoken word,” Walker said. “It attempts to regulate speech and I doubt it would stand up in a court of law.”"
