Anyone who knows how it went down's list. There never was any legislation and no real fear of there ever being any. It was typical political grandstanding and that would have amounted to nothing. The real reason Cooke left was because Sharon Pratt Dixon was dragging her feet and the there kept popping up issues with the land being contaminated around the river. Cooke preferred Virginia but couldn't find a spot because of the NIMBYs and then he settled on the spot in Landover because he was in a hurry to build the stadium before he died. He didn't make it. There was never any issue regarding Campbell's little threat and only a revisionist historian like you would even think so.
