I think when agents go through an exercise, several possible "targets" pop up/out. Agents have to discern whether or not to shoot. I would imagine most grandmothers, pregnant women and children would not fall into the category of prime targets.
Edit: Okay, I just went back and re-read the story. I don't know that I would want to sacrifice an LEO's life just because someone was a non-traditional threat.
