    The POTUS is the CIC. He can put troops into combat anywhere he wants without Congress' approval.

    The POTUS can't cut spending or raise taxes without the approval of Congress. But I'm sure you already knew that...

    Congress is more culpable in my humble opinion. But Bush gave the order and that's why he gets the blame. Congress didn't order troops to Iraq and Bush didn't need their permission. See Panama, Granada, etc.

    I disagree. Panama, Grenada, Somalia, etc. were rescue operations or done to protect US citizens abroad. We were launching a full scale invasion in Iraq. That's a whole different can of worms and I think there's no way Bush could have gone in without Congress.

    Presidents can invade any country without Congress' approval. The Executive branch gets 60 days to justify expanding military operations past a certain number of days.

    The basic point being, the President has FAR more power over the military and foreign policy than domestic budgetary issues. So its a stretch to make the comparison you're trying to make...

    Congress hasn't declared war since WWII. It requires effort and placing your political butt on the line. The reason a declaration is important is because we are supposed to pay for our wars using bonds. This of course means the populace has to be sold on the war. They need to be convinced they have a perceived stake in the outcome. You quickly see this is a lot of trouble and work for congress when it's ten times easier to call your war a police action. It's unconstitutional but so much is anymore.

    So Obama could have given the order to send troops to rescue the Americans in Benghazi but didn't? A perfect example of dereliction of duty......thanks for confirming that the President can make the call without the Secretary of State, Defense or the CIA's concurrence.

    So you answered the question, spending is going up, it's just the rate of increase that is slowing. So if we spend more this year than last year, why all these scare tactics? Why would there be negative effects if we're spending more. Why should anyone lose their job?

    Why deal with entitlements now rather than 5 or 10 years from now? There's no logical reason why the long-term debt problem gets more attention than the sluggish economy and job creation...
    Because they are the real driver of the debt. We're already in big trouble if interest rates rise. The debt will really explode if the cost of servicing the debt rises with interest rates.

    The Democrats better hope that the spending cuts are a tad more noticeable than the ones that caused cuts in services and furlough among state government employees here in Maryland. It's too bad that the cuts cannot be spread more across the board.

    I read the entire article and Obama isn't mentioned as having done anything in his capacity as CIC. The rescue, or lack thereof, seems to have been handled solely by the CIA and State Dept. Did I miss a citation indicating Obama giving orders as CIC?

    Thank goodness Woods and Doherty took matters into their own hands and did not rely on orders from Washington.
