A man caught watching a couple engage in sexual activities on the top floor of a Towson parking garage early Saturday morning pulled a knife and chased the couple down a staircase, Baltimore County Police said.

Police spokeswoman Cpl. Cathy Batton said a 21-year-old man and 21-year-old woman were having a sexual encounter at 1:30 a.m. on Feb. 24 when they observed a black male nearby with his pants down.

The man was masturbating, Batton said, and when he was noticed, the man chased the couple down the parking garage stairs.
