Default Mayor Dixon Names New City Budget Chief

Mayor Dixon is one of the finer Mayors this city has seen in quite a few decades. Her superior leadership and electrifying magnitude of overall guidance and new development over a city like Baltimore is remarkable. When it comes to Maryland politics, she is clearly in a league of her own. I'm sure the State of Maryland is more than happy to have one of the best Mayors in the country in their state. Her term so far has been nothing short of amazing.




Baltimore, MD (March 26, 2008) – Mayor Sheila Dixon named Andrew Kleine as the new Budget Chief for the Baltimore City Department of Finance today. He will officially join the Department on April 14, 2008.

Mr. Kleine currently serves as the Deputy Chief Financial Officer for Planning and Program Management at the Corporation for National and Community Service, a $1 billion corporation under the federal government. Prior to that, he served as Chief Financial Officer for the U.S. Bureau of Transportation Statistics and as a Presidential Management Intern with tours in the U.S. Department of Transportation and the White House Office of Management and Budget.

His career accomplishments include writing one of the federal government’s first performance plans, spearheading a review of the U.S. Coast Guard’s roles and missions, and turning around AmeriCorps’ financial management, leading to a record funding increase for national service.

Mr. Kleine brings to the City position a clear philosophy and ambition to make the City budget a tool for measuring outcomes of services, ensuring that resources are aligned with policy priorities, and enhancing the public’s understanding of the budget.

He holds a bachelor’s degree from Washington University in St. Louis, Missouri and a Master’s Degree in Public Policy from the University of Michigan.

“I am excited that Mr. Kleine is joining our team,” said Mayor Dixon. “His wealth of experience will assist my administration in making government resourceful and cost-effective.”

You have to give the current Mayor respect when it comes to making Baltimore the charm city of the state. Tourists love Baltimore and everything the wonderful city has to offer.

Yup, amazing that she hasn't been indicted yet. I like how the font you use to describe her is called "Comic" Sans MS. It is pretty funny.

This is typical press release mumbo-jumbo.

Impressive as his credentials may seem, Kleine apparently has zero experience in how big city governments are run, Baltimore City finances in particular, or Maryland politics in general. Of course, those could be negatives or positives, depending on your point of view.

Oh, and Kleine was apparently passed over in 2006 for the CFO position at CNCS, after serving as acting CFO for 22 months, when the position was given to an outsider, the former controller of Johns Hopkins University.

He also has the handicap of starting a month AFTER the Dixon budget was submitted to City Council, so he'll have had zero input but will take all the heat for any budget issues that come up.

And, it could just be a coincidence, of course, but... is this the same Andrew Kleine who is the treasurer of CASA of Maryland? Probably not, since that would be a pretty clear conflict of interest with his current job, but stranger things have happened in the city ruled by Janice's sister.
