Why does maryland give criminals warning the police are coming for them?

Maryland probationer arrested in Connection With Rape, Abduction Of Girl! This is terrible. It's a shame the probation warrant wasn't served before the rape and abduction.

"State Police Cpl. S.D. Swiger said Dailey communicated with the girl Sunday and knew she was a minor, but still met her that day in Taylor County. Swiger said the girl was taken to a Fairmont home and raped. He said Dailey watched while another man raped the girl Tuesday. State Police identified the other man as Dodrill.

During the course of the investigation, probable cause also was developed to arrest Allen C. Reeves, 23, of Parkersburg, a fugitive from the state of Maryland, who also communicated with the victim over the computer in an attempt to meet with her in Taylor County, State Police said. He was arrested on unrelated charges to the girl's disappearance and was lodged in the North Central Regional Jail. "

Kind of a semi-related note:

I saw a sign on a parking lot warning criminals that 'bait' cars are set out in the lot. At first I thought that this was to deter criminals from stealing cars. The more I think about it the more I think that this is to give a proper warning to the criminals so that they can watch out and not get trapped by a bait car.

Maybe I am just jaded, but does anyone else think that MD goes out of its way to help the criminal get away with the crime?
